To make your photo more attractive and dynamic, you can apply an animation effect to it.

Add a photo as a scene, click the Inside Motion icon on the top of the canvas, and then you can choose a suitable motion from the left side to decorate this photo.

Add a photo as a layer, and then you can choose to add both Animation and Inside Motion. Then, what's the difference?

Animation works on the whole image, while the Inside Motion only works on the objects in the photo. Apply both effects, and you can see the difference.
